At a public hearing recently, I reaffirmed my dedication to stopping the flow of Pennsylvania jobs being shipped overseas.

The House Commerce Committee held the hearing to discuss HB2639.

The legislation would reduce the number of jobs lost overseas by banning the state from awarding certain contracts to companies that have shipped jobs overseas.

We need to stop giving Pennsylvanians' tax dollars to companies that ship our jobs overseas. It is contradictory for the state to award contracts to companies that have taken our jobs overseas, in effect placing the burden of paying for those contracts on the shoulders of those who have seen their jobs sent abroad.

The bill would require all contractors to submit written certification with their proposals stating that all contracted work will be performed in the United States. Failure to comply could result in a legally voided contract, fines of up to 20 percent of the contract value, and loss of consideration for future state projects.

Many members of the Commerce Committee, myself included, come from places where we were told that the people who lost their manufacturing jobs would be retrained to work service jobs. Now we are losing our service jobs to outsourcing, and that leaves too many dedicated workers with nowhere to go.

HB2639 is currently being considered in the Commerce Committee.
